Council Approves JEDI Zone for Pacific Avenue

Council Approves Pacific Ave. Corridor as a Jobs and Economic Development Incentive (JEDI) Zone
LOS ANGELES – Today, the Los Angeles City Council unanimously approved the designation of the Pacific Avenue Corridor, from 1st Street to 14th Street in San Pedro, as a Jobs and Economic Development Incentive (JEDI) Zone. The motion, introduced by Councilmember Tim McOsker, aims to provide economic development incentives to support and expand local businesses, stimulate job growth, and attract new industries to the area.
The JEDI Zone program is a citywide initiative designed to encourage economic revitalization in targeted areas by offering incentives such as permit fee reductions, case management for development permits, business consulting, and facade improvements. Council District 15 is the only district in the city with three JEDI Zones—along Pacific Ave. in San Pedro, Wilmington Ave. in Watts, and Avalon Blvd. in Wilmington.
“Pacific Avenue is home to many great businesses and also so much unrealized potential,” said Councilmember McOsker. “Pacific Avenue was once a thriving hub of small businesses where people could shop and dine, but it has faced hard times. By establishing this area as a JEDI Zone, I’m looking forward to working with the Economic and Workforce Development Department and the San Pedro Chamber of Commerce to revitalize this corridor and invest directly in our local business community.”
The Economic and Workforce Development Department (EWDD) conducted a comprehensive evaluation of the proposed Pacific Avenue Corridor JEDI Zone to assess economic conditions and recommend business incentives that will support local development. Currently, 171 businesses operate within the newly designated JEDI Zone, spanning industries such as retail, automotive services, restaurants, and personal care services.
“The JEDI Zone for Pacific Avenue is a true game-changer for downtown San Pedro,” said Elise Swanson, President and CEO of the San Pedro Chamber of Commerce. “This zone designation brings investment and powerful tools to uplift this historic commercial corridor, attracting residents and visitors to Pacific Avenue for shopping and dining. My sincere gratitude goes to Councilmember McOsker, San Pedro Chamber members, our Business Improvement District, and all three San Pedro Neighborhood Councils for their collaborative efforts in bringing this vision to reality.”
The Pacific Avenue Corridor JEDI Zone will remain in effect for an initial period of five years, with the potential for a five-year extension. The EWDD will oversee implementation and coordinate services to maximize economic opportunities for local businesses.
